Family Planning Benefit Program (FPBP) | NYS Department of Health (NYSDOH)
1. How it Works
This program helps New Yorkers who need family planning, but may not be able to afford it. FPBP services include birth control (including birth control pills and condoms), emergency contraception, and advice about family planning.
When you visit a provider for family planning help, you can ask to keep the session private.
You can apply even if you don’t have insurance, have private insurance, or are enrolled in Child Health Plus.
Financial resources (like bank statements) are not needed to determine eligibility.
People who have Medicaid are not eligible because they can get confidential family planning services with Medicaid.
Undocumented immigrants and people on short-term visas who are not in the process of applying for permanent status are not eligible.
2. Determine your eligibility
To be eligible, you need to meet these criteria:
You’re a New York State resident
You’re a U.S. Citizen, National, or lawfully present.
You’re not enrolled in Medicaid.
If you have Medicaid, confidential family planning is already included in your coverage
Your income equal to or less than these program income requirements:
If your family size is 1, your income in a month must be at or below $2,799.
If your family size is 2, your income in a month must be at or below $3,799.
If your family size is 3, your income in a month must be at or below $4,799.
If your family size is 4, your income in a month must be at or below $5,598.
If your family size is 5, your income in a month must be at or below $6,798.
If your family size is 6, your income in a month must be at or below $7,798.
If your family size is 7, your income in a month must be at or below $8,798.
If your family size is 8, your income in a month must be at or below $9,798.
For each additional person, add $1,000 to the monthly income.
3. How to apply

Apply in person
Find a family planning provider near you.
Gather your personal documents and bring them with you to the program site.
Complete the in-person screening and submit the application. You can print and fill out the application before you go in, or complete it at the providers office.
